Draft Law on Amendments and Changes to Law on Securities Market Published
The Ministry of Finance has published a Draft Law on Amendments and Changes to the Law on Market in Securities and Other Financial Instruments. Any suggestions and proposals regarding the law may be sent to sanja.saric@mfin.sr.gov.yu or via mail to Ministry of Finance, Financial System Department, Belgrade, 20 Kneza Milosa St. by 11 January 2008.

Public Discussion on Preliminary Version of State Aid Control Bill
The Ministry of Finance will initiate public discussion on working paper of the Draft Law on State Aid Control as of tomorrow, 21 December 2007. Many stakeholders have been invited to take part in the public discussion: the Government ministries, State Audit Institution, Competition Protection Commission, National Investment Plan Office, Republic of Serbia Development Fund, Guarantee Fund, Serbian Investment and Export Promotion Agency, Export Insurance and Financing Agency, AP Vojvodina Executive Council, EU Association Office, state aid beneficiaries, Serbian Chamber of Commerce, Standing Conference of Towns and Municipalities, relevant international organizations and any other stakeholders who believe that their comments may help improve the text of the Law.

Minister Cvetkovic: The Government will curb inflationary pressures
Serbian Minister of Finance Mirko Cvetkovic stated today that the Government intends to continue curbing inflationary pressures next year, as it has done in 2007. “Our plan is to reduce public expenditure and prevent inflationary pressures in that way, as we have done this year”, Cvetkovic told journalists in the Serbian Parliament, commenting on the statement issued by the National Bank of Serbia Governor Radovan Jelasic that it would be difficult to maintain the projected 6% inflation rate next year.

Protocol on Salaries in Education Sector in 2008 Signed
Minister of Finance Mirko Cvetkovic and Minister of Education Zoran Loncar signed tonight with representatives of Serbian Education Union and Teachers Trade Union Independence a Protocol on Salaries in Education Sector in 2008. The Protocol was signed by president of Serbian Independent Education Union Branislav Pavlovic and representative of Independence Trade Union Tomislav Zivkovic, while president of the Association of Teachers Unions Leonardo Erdelji did not ratify the document.

2007 Budget to Post a Surplus
Republic of Serbia’s Minister of Finance Mirko Cvetkovic stated on 5 December that the 2007 budget will definitely result in a surplus, though the projected deficit was expected to amount to 13.7 billion dinars. Addressing a round table on financial services in South-Eastern Europe, Mr. Cvetkovic underscored that in the first 11 months of the year the surplus was close to RSD 37.5 billion and that the Ministry of Finance and the Government invested tremendous efforts to reduce spending compared to the planned expenses. He said that the existing 2008 Budget Bill should not be amended and went on to say that any yielding to strikers’ demands may only take place within the budget allotments, because of the more rationalized use of resources.

We shall repay creditors earlier
Serbia will refinance a part of its debt to the London Club next year – Mr. Janko Guzijan, State Secretary in the Ministry of Finance, told Novosti daily. Mr. Guzijan explained that the main reason for this is that interest rate on the restructured debt toward the London Club will soar from 3.75 to 6.75 percent in 2009, which was stipulated by a previously ratified agreement.

2008 Budget Bill adopted
Minister of Finance Mirko Cvetkovic informed that the 2008 Budget Bill was adopted unanimously at the extraordinary session of the Government on November 12. He underscored that the Bill was derived from macroeconomic policy objectives for 2008, which include macroeconomic stability, dynamic economic growth, employment increase and improved living standards, accelerated process of EU stabilization and association, stepping-up of economic reforms and a more balanced regional development.

Salaries in public sector to be adjusted in line with inflation
Serbian Minister of Finance Mirko Cvetkovic said that the Ministry today proposed that the Socio-Economic Council of the Republic of Serbia adjust salaries in the public sector in line with inflation next year and not to raise them beyond that rate.
Speaking at a press conference held after the meeting with Council members which dealt with macro economic policy of prices and salaries in the public sector, Cvetkovic said that the Ministry proposed that salaries remain within the pay freeze level, which is in accordance with inflation.

Bill on prevention of money-laundering, financing terrorism in parliament in October
Serbian State Secretary of Finance Miodrag Djidic stated today that the new Bill on prevention of money-laundering and financing terrorism will be sent to parliament in October and should be adopted by year’s end. At a press conference in the Serbian government building, Djidic said that a novelty in the bill is a regulation on financing terrorism, which is one of the most topical issues in the world.
